If A Side Loses All Its Factorys Then Its Over!
Three Results In Combat, Defender Defeated, Attack Defeated, or Nothing
After 5 actions, (movement + combats) a unit is exhausted (moving by rails counts as 1/2 of an action)
Enter changes turns.
